April 10, 2025Rochford District Council is inviting formal expressions of interest from local service providers, voluntary or community groups, charities, and other partner organisations for the temporary management and operation of the Main Hall at Freight House, Rochford.
As part of an interim measure, the Council is exploring the feasibility of a partial reopening of the Freight House, while a broader review of the site’s long-term future is underway. The aim is to identify an organisation capable of delivering a varied programme of events that enrich the cultural landscape and support the local community.
This marks the second stage of the Council’s two-part process to identify a suitable interim operator. Stage one, which closed on 2 March 2025, sought initial expressions of interest. Stage two, now underway, is the formal application stage for those wishing to take on the temporary management of the space.
The temporary management period will run for six months under a licence to occupy, during which the selected organisation will be responsible for the day-to-day operation, internal maintenance, and programming of events. The successful applicant will be expected to deliver a diverse programme that enhances Rochford’s cultural offering and supports local residents, in line with the Council’s Cultural Visitor Tourism Strategy.

Interested parties should prepare a formal submission including:
- An overview of the organisation
- A management plan for the hall, including public safety considerations
- How the plan aligns with Council objectives and benefits Rochford residents
- Past experience in venue or facility management
- Financial model and overview
- Relevant insurance and policy documentation
